Analisis modalitas teks pidato Bupati Bima dengan pendekatan linguistik fungsional sistemik

Abstract

This study analyzes the types, values, and meanings of modality in the speeches of the Regent of Bima using the Systemic Functional Linguistics perspective. A descriptive qualitative approach was employed using four purposively selected speech texts. Data were collected through observation, documentation, and transcription, and analyzed using data reduction, data display, and conclusion drawing. The findings identified four types of modality: modalization, modulation, deontic, and dynamic modality, with modalization being the most dominant. The modality values were predominantly categorized as "yes or uncertain," indicating the use of modality to express expectations and possibilities rather than certainty. Furthermore, modality meanings were dominated by high levels of causality and appearance, while the scope dimension was generally low to moderate. These findings indicate that modality functions as an interpersonal communication strategy to strengthen commitment, foster collaboration, and encourage public participation in regional development programs.
